Website design cost in Dubai depends on what must be designed, built and maintained. Two quotations for the same page count can cover very different work. A useful comparison starts with a written scope and a clear definition of what the business needs visitors to do.
Count page types, not only pages
A service page, article, product listing and checkout involve different layouts and behaviours. Ten pages using one template are not equivalent to ten independently designed experiences. List the reusable templates and the unique features each requires.
Also identify the content owner. Writing, photography, translation and data entry take time even when the page structure is straightforward.
Define the functions visitors need
Describe forms, bookings, payment steps, filters and account features as user actions. For example, “request a quotation with a project brief” is more useful than “advanced contact page.”
Specify integrations and who provides access to them. A basic form and a form connected to a customer management system can have different implementation and testing requirements.
Include mobile and accessibility work
The project should allow for navigation, readable content, working forms and sensible image delivery on phones. Ask how these will be checked rather than accepting “responsive” as a complete test plan.
Accessibility should be considered during design and build. Keyboard operation, labels and contrast are easier to address early than after launch.
Account for migration and ongoing costs
If a website already exists, list the URLs, content and tracking that must be preserved. Content migration, redirects and launch checks should be explicit responsibilities.
Separate the build fee from hosting, software subscriptions, maintenance and future changes. Ask what happens when a plugin, integration or business requirement changes.
Compare quotations using the same brief
Provide each shortlisted supplier with the same scope. Compare deliverables, revision rounds, approval stages, testing, ownership and support. Ask for exclusions in writing.
If the total exceeds the available budget, prioritise the essential customer journey and phase optional features. Removing unclear extras is usually more sensible than removing basic testing.

Frequently asked questions
Is page count enough to estimate cost?
No. Template complexity, functionality, content and integrations can matter more than the number of pages.
Should SEO be included in a new website?
Specify the technical and on-page launch work expected, including URL handling and metadata. Ongoing SEO is a separate scope.
Can we launch in phases?
Yes. Start with a complete essential journey and plan later features without leaving the first release confusing or unfinished.
